AbstractThe Census of Population and Housing is the most extensive statistical collection undertaken by the Australian Bureau of Statistics (ABS). It collects a variety of social and demographic information from all members of the community. The results of the census are used by government, industry, academics, many other sectors of the community and private individuals for planning and decision making activities that can affect the lives and welfare of all Australians. Census statistics are used in researching many social problems and as a basis for planning by industry and commerce within the community. Census data also provide an essential basis for the preparation of population estimates at the national, State and local government levels. The Collection District Master File contains basic counts and associated geographic codes for every Collection District (CD) in Australia. This information allows simpler aggregation to higher level geographic areas and facilitates comparisons with previous census data. The record for each CD includes geographic area codes for State, Census Division, Census Subdivision, 1981 CD, LGA Section, Commonwealth Electoral Division, State Electoral Division, Statistical Division, Statistical Subdivision (District), Locality, Section of State, State Area, State Suburb, Postcode, 1976 LGA, 1981 LGA, 1976 CD indicative, 1971 CD indicative, CD Serial Number, Confidential CD, Study Area, Latitude, Longitude, and Area in hectares. These are used both in their own right and to produce higher level aggregates for the population and dwelling data: counts for males, females and total persons, and occupied, unoccupied and total dwellings. The record also contains comparability indicators to the 1971 and 1976 Census CDs. There are 26,759 logical records, each of 128 characters in length, containing 31 cells of CD information. notes: 1981 CD field code The 1981 CD field code for each CD is made up of the State code, followed by census division, census subdivision and CD codes. The parts of this code are made up as follows: a) State: A single digit code applies to each State and Territory as follows: 1 = New South Wales 2 = Victoria 3 = Queensland 4 = South Australia 5 = Western Australia 6 = Tasmania 7 = Northern Territory 8 = Australian Capital Territory b) Census Division: These are the major units in the collection of census data. They generally correspond to the Commonwealth EIectoral Divisions and adopt the same names. The possible Census Division code values and their meanings are included in the derived variable "V1cendiv" and in the CDMF User Guide (See "Related Materials"). c) Census Subdivision: Census Subdivisions divide the Census Division into field group leader workload areas, each Subdivision containing on the average, ten CD's. Subdivisions are represented by a two digit numeric code, beginning with 01, allocated within Census Divisions in geographic sequence. d) Collection District: The CD is the smallest geographic area used in the collection and dissemination of census data. A CD is an area containing approximately 300 dwellings in urban areas and fewer in rural areas. CD's are designated by a two digit numeric code allocated sequentially from 01 within each Census Subdivision. The number of CD's in any one Subdivision falls in the range 1-25. Where the 1981 Census subdivisions and CDs are the same as those for the 1976 Census, the CD code has been retained. However, for situations where subdivisions and CDs within them are not the same in 1981 as in 1976, the CD code has been allocated in the following manner: (i) subdivision not the same - CD codes have been reallocated in geographic order within subdivision. (ii) subdivision the same but CD is not - for 1976 CDs whioch were split for the 1981 Census, one part retains the 1976 number and the other takes the next available 'free' code in the subdivision. For 1976 CDs which have been amalgamated, the new composite 1981 CD has been given the code of the 1976 CD with the lowest original number. See FIELD 16 for more details on comparability. Derived variables for each of state, census division, census subdivision and collection district are included at the end of the file.

Other States have used this field in other ways as follows: a) Victoria. The first two digits represent the Victorian Legislative Council code and the second two digits represent the Victorian Legislative Assembly code. b) Queensland. This field is used to show the State Electoral District in which each CD falls. c) Tasmania. As Tasmanian State Electoral Divisions are the same as Commonwealth Electoral Divisions, the Tasmanian State Electoral Division field codes are the same as the Commonwealth Electoral Division codes, except for a prefix of '0', making them four digit codes. notes: Statistical Subdivision/ District A Statistical Subdivision is defined in most States on the same basis as a Statistical Division but as a portion of the latter. Generally, a Statistical District is a Statistical Subdivision that meets additional criteria. Most Statistical Districts contain an urban centre with a population of 25,000 or more and their boundaries, like those of Capital City Statistical Divisions, are delineated to contain the anticipated urban development of the centre for a period of at least twenty years. These fixed boundaries delineate areas which for general statistical purposes are free from the problems imposed by the moving boundaries of the majority of urban centres. In selected cases, especially in Queensland, Statistical District boundaries have been delineated around urban centres with a population of fewer than 25,000, where there was a demand for intercensal population estimates for the area and where existing LGA boundaries were obviously inadequate for this purpose. There are three cases where Statistical Districts are not equivalent to Statistical Subdivisions. They are the Statistical Districts of Gold Coast and Albury-Wodonga which cross State boundaries and each of which consists of two Statistical Subdivisions, and the Canberra Statistical District which consists of the Canberra Statistical Division and the LGA of Queanbeyan in New South Wales. Statistical Subdivisions/ Districts are represented by a one digit numeric code allocated sequentially from 1 within each Statistical Division. notes: Locality This is a five digit code which is assigned alphabetically to each urban centre and bounded rural locality within each State. The code list used for allocation of locality codes to CD's is based on an updated version of the 1966 locality tabulation. Initially, in 1966, codes started at 00010 for the first locality in each State and progressed, in tens i.e. 00010, 00020, 00030, etc. For the 1971 Census,and subsequently for the 1976 and 1981 Censuses, localities that had to be added were given intermediate codes, e.g. 00015 where only one was inserted and 00013, 00015, 00017 etc., where more than one was inserted. The aim was to leave sufficient space in the code list to allow more codes to be inserted at subsequent censuses while maintaining a consistent alphabetical code within each State. Codes are allocated to CD's only in cases where the CD comprises one bounded locality of more than 200 persons in its entirety, or where the complete CD comprises part of a bounded locality of more than 200 persons. In cases where a CD has more than one locality within its boundaries, as in rural areas, a locality code of 0 is given to the CD. Migratory CD's in all States are given a locality code of 99999.
